      OPPORTUNITY

      The City of Newcastle, through the Newcastle Arts Council, is commissioning an artist or artist team to design, manufacture, and install life-size metal cutout sculptures on designated trails in Newcastle, WA. The trails are specifically located near the center core of the city, around Lake Boren, and will be included as part of an art walk corridor in the area. The artwork will draw inspiration from their surroundings and will complement the immediate area they are located in, as well as the general Newcastle area. The design of these artworks should be an attraction to the trails in Newcastle. The designs should reflect the Newcastle area in some way; whether that is symbolic of the flora and fauna, or other images that represent the history or tone of the area.  The designs should be to real life scale (or larger than life) with no object being smaller than approximately 3 ft by 3 ft.  Specific objects should be incorporated into their surroundings.

      The artist is encouraged but not obligated to partner with Newport Manufacturing in Newcastle, WA for the production of at least a portion of the artwork. As a local volunteer arts organization Newcastle Arts Council seeks ways to support our local community. Utilizing Newport Manufacturing for part of this project will help further the organization’s objective. This project is funded in part by the City of Newcastle and 4Culture through a grant provided to the City of Newcastle. The commission for the artist or team of artists for this project will be based on project cost estimates and is not to exceed $5,000.00 total budget including design and manufacturing.  Installation of the artwork will be done in conjunction with City of Newcastle staff.

      ELIGIBILITY

      This opportunity is open to individual artists or artist teams. We are looking for an artist who will design the cutouts, coordinate the manufacturing of the cutouts, designate specific locations for the cutouts, and work with City of Newcastle staff and volunteers for the installation of the artwork. City of Newcastle staff, along with consultation from Newcastle Arts Council and Newcastle Trails, has final approval authority on the specific location of each piece.

      SELECTION PROCESS/CRITERIA

      Newcastle Arts Council, with the assistance of City of Newcastle staff and community members (“Review Committee”), will review artist applications. From submitted applications, a review committee will select one artist or artist team for the commission. The selected artist will work with all stakeholders to come to agreement on final designs and locations. The selected artist or group of artists will have an agreement that includes up to two level of design review, implementation, and installation of the final work.

      Qualifications will be evaluated on the following criteria:

      • Exhibited technical proficiency in artistic design of metal cutouts

      • Quality and strength of similar work

      • An ability to reflect desired themes in a manner that is fitting for a public audience

      • Availability to complete the work within specified time frame

      • Working within comparable budgets

      Special consideration will be given to Newcastle area artists.

      APPLICATION AND SUBMITTAL PROCESS

      Applicants must submit the following materials:

      1. Resume: Maximum two-page current professional resume. For collaborating teams, everyone must submit a resume.

      2. Statement of interest in the project: In 500 words (or less), explain your interest in this opportunity and how your practice relates to this project and the selection criteria. This statement should include a description of your experience creating and installing similar artwork.

      3. Statement of vision: 500 words (or less) that describes a proposed design for the cutouts and how you would envision those designs connecting to their surroundings in Newcastle.

      4. Work Samples: Please provide up to 10 images of previous work. Include, title, date, medium, location, applicant’s role in the creation of the artwork (lead artist or collaboration) project location, cost/budget, and short summary of the work.

      5.  Project budget to include the number of metal cutouts that will be produced for the proposed fee.

      PROJECT SCHEDULE

      Schedule for the project is as follows, but may be subject to change:

      Artist Selected/Notified:                                  November 15, 2021

      First draft of drawing due:                               November 22, 2021

      Approval of final drawing:                               December 1, 2021

      Work delivered by:                                          December 28, 2021

      Installation:                                                      First half of 2022 at dates/times to be determined

      It is expected that the design of the artwork will be done in the artist’s space with the final delivery of the artwork before December 31, 2021.  Installation will be done during the first half of 2022 at a time convenient to the artist along with Newcastle Arts Council and Newcastle Trails volunteers and City of Newcastle staff.  Installation of artwork will be done along the trails specified in the Exhibit 1 and sample locations along those trails as shown in Exhibit 2.

      RIGHTS OF REPRODUCTION

      The final chosen artist will grant City of Newcastle and Newcastle Arts Council the right to reproduce the artwork through print, film or electronic media for documentary, educational, and promotional purposes.
